Because the booking is awful. Tony initially managed to cover for his total lack of ideas by spamming (mainly ex-WWE) surprise debuts, but now he's hired everyone and doesn't know what to do with any of them. Tony bears total responsibility for the fact that his network is now actively pursuing WWE to replace him with a show people actually watch.

This is probably Tony's biggest mistake. He actually built a pretty good roster at one point, but his own ineptitude means that none of them have any heat whatsoever.

Well, we already seen that Fox carries Smackdown to an easy 2 million. Raw is down YoY against MNF and was hovering around 1.4 million before punk came back but now the show does 1.5 million currently which won't hold up soon since the playoffs are approaching
