I don't think the wwe needed another 'badass' per se, but Jericho was never memorable to me as a kid. he was okay, I didn't dislike him at all, but he seemed almost deluded.
the rock would say millions and millions of fans and people would go crazy. jericho would follow with 'all these jerichoholics' and it really felt lame.
I dont think jericho put enough work into who 'jericho' was as a character and how that character could play against the other characters of the wwe. Jericho had the skills to be an A imo. he just needed to sound a little less lame on the mic by putting on a different persona and be more memorable in ring.
he also should have tied his outfit to his character. he comes out in a sequined rhinestone jacket, but is he a rocker? is he a punker? is he bon jovi? sell the whole message.
