Punk was there for close to a decade, Ryback was also there for a while and was pushed. They all behaved fine while they were with Vince and came nothing close to Brawl Out. Phil and pretty much everyone else don't respect Tony on a fundamental level. That's why Brawl Out happened and that's why it could never happen with Vince.
