There should be no issue with this? I assume everyone living there currently would understand the situation, voluntarily move into neighboring boroughs and everyone in those areas would receive their new residents with open arms. If at some point the Algonquin decided they needed to expand I expect everyone to, in a similar fashion, condense themselves into gradually smaller areas until the entire population of New York City is living in Queens. I cannot imagine there being any issue here and any persons who became upset with it are clearly the unreasonable party.
