You don't need to have a million moves in your moveset but you have to make them look believable and unique
You can make a simple move like a flying clothesline unique by adding some shit to it so you know it's YOUR flying clothesline and not just a flying clothesline

Diesel and HBK both drew less than Bret as champ, which is why Bret kept being brought back into the title picture. It wasn't until Austin that someone finally managed to take over successfully as top guy, and Bret was a big part of putting Austin over as a big deal with their feud in late 96 through much of 97, and of course their iconic match at WrestleMania 13, still the best match of all time (fuck Meltzer)

Hogan was a good worker. He would sell his ass off and knew how to build to the finish and keep the crowd engaged throughout the match. Very few wrestlers are capable of that, either then or today.

Kek. No. Warrior looked good because he was both huge and ripped. He looked like a living action figure, or a Greek statue. He barely wore any clothing too, so he could show off his amazing physique. Tassels and underwear are not much of an "outfit" anyway.

You can be a good worker while still being incredibly physically limited. Austin pivoted into being a brawler when his injuries piled up, but it's not like he instantly became BAD AT WRESTLING -- you'd have to be a retard to think this.

You can be very good in the ring and be nothing but a brawler. See: Terry Funk, Riki Choshu, etc
