No matter what, I think the WHC needs to change hands at Day 1: either Drew finally beats Seth or Priest cashes in. But I think Judgement Day should drop the tag titles before Priest wins the WHC.
At the Rumble, Punk and Rollins eliminate each other and that sets up the easy Mania feud.
And Cody needs to have his heart broken. Like HBK in 2010.
If Drew is champ: Sami wins the Rumble.
If Priest is champ: Sami and Drew are final two and there's some funny business that gets them both in the WHC title match.
Maybe the cleanest thing is Sami wins the Rumble. You can tease if Sami will pick Drew or Roman, and spend a few weeks revisiting Sami's history with the Bloodline
Then on the last SD before Elimination Chamber, Sami has a mid-ring promo with Cody where he tells Cody to finish the story. (in a mirror of what happened last year)
Then coming out of EC, its Sami challenging for the WHC and Cody challenging for the Universal title.
If Drew is champ, his match with Sami opens Mania and Sami's moment is screwed by Priest cashing in. Priest makes history "kicking off Wrestlemania with a MITB cash-in"
OR hold off on Priest's cashin just a little bit longer. Let Sami beat Drew clean.
End WM 40 with Sami and Cody as champs in a reflection of Guerrero and Benoit at WM 20.
Sami loses the title to Priest at the Saudi arabia show in May or at MITB 2024 - Priest's last night to cash in.
Then Punk can chase Priest and Judegment Day going into the fall 2024 TV season when Raw's new TV deal starts
