It's probably the second. Ibushi probably downplayed it and insisted he could handle it. Marufuji is pretty safe to work with so they probably just prayed Marufuji could carry him through. Really NOAH should've told Ibushi to go home and just dragged whoever they could find out to face Marufuji.
