The Road Warriors are on the mountain. No question, the best look a tag team has ever had anywhere in the world. Made it in WWF, made it in AWA, made it all throughout the NWA and made it in Japan. If you didn't have the Road Warriors then you had a fake version of them.
Then personally I'd put on the Wild Samoans & the Dudley Boyz. Dudleyz have a bunch of belts in their name and the Samoans were so pushed during their tag reign that it took the World champion and a former World & IC champion to make a supergroup to get the belts off of them. However, really any 2 teams can go here as long as you can defend them. Midnights and Rock N Roll Expresses? Sure. Hart Foundation and the Holy Demon Army? Why not? Steiner Brothers and the Funks? Knock yourself out.
