People may hold his inactivity and irregular matches against his legacy. That might hinder him from reaching that S tier that Hogan, Rock and Austin are on. His matches also have a 50/50 chance (I’m being generous) of being disappointing. He didn’t always deliver. That will be an issue for his legacy.

I wouldn't say that he has no mic skills. He always came off well in his vignettes. The shouty, over-the-top in-ring promo stuff never suited him. That format probably comes off as contrived to him, which is why he has a harder time believing in what he's saying.
