It's more based when you hear him explain why he came to aew.
He met Tony backstage at WWE shows. Tony would stand around backstage and offer the wrestlers gifts and Miro avoided him because Tony is a weird cringe fan but Ziggler would apparently take all of Tony's gifts and tell the boys to do it too. Miro's in laws were visiting and he didn't have a gift for them, Tony happened to be backstage and he asked him for tickets of an NFL game for whatever team they liked and Tony invited himself along and agreed. Ever since Miro had been asking Tony for free tickets and then when his contract ran out he just asked Tony to hire him.
It was on the Jericho podcast back around the time Miro showed up.
Also interesting that Ziggler hasn't been immediately signed, meaning he probably told Tony to fuck off at some stage.
