they literally cant do that without it looking shoehorned and making no sense they have 3 options
1. Have Rock cost Roman the title and do Orton/Cody for the belt while having Roman/Rock as the Main Event non-title
2. Have Rock wrestle Roman at EC and have Cody win the chamber to challenge Roman
3. ignore the Smark whining and just do Rock getting a title shot at Roman for Mania.
