Dwayne wanted to do unscripted verbal jousting and Cena destroyed him. Then he went crying to Vince, after that Cena knew Dwayne could not handle his true power level. Cena destroyed the Rock on the mic in this feud and made him look very one-dimensional. It was too easy for him. The Rock's whole gimmick of just making wise cracks and catch phrases worked when he was the face of the company but against Cena it just came across as juvenile.

Chill fanboy. Rock Cena was supposed to be one match, Rock got plans changed so they would be even in wins and losses. Cena was willing to play the heel, Rock didn't want that because he wanted the advantage of smarks crying about Cena. Cena roasted Rock during promos so Rock had the playing field equalled (listen to Hogan talk about what they did). Rock had a team of writers for his promos, Cena just walked out and improvised.

He was the heel and he was trying a certain approach but it didn't really land right.
He phoned it in when it came to the match, which I think was him doing a worked-shoot angled but again it didn't land and just sucked.
