As for Bret, he wasn't a belt mark either, as indicated by his willingness to drop the world title when asked. Bret won the title 5 times, which means he lost the title 5 times too.
Blame Vince for the Screwjob. He gave Bret a favorable contract that let him make the call on whether to drop the belt, and Bret refused to do so to Shawn at Survivor Series because of their animosity. But it was about Shawn, not about the title itself. Bret would have dropped it to another wrestler. Vince wanted to show that he had control over Bret (even though contractually he didn't) and then claimed he feared Bret would skip WWF with the title, which of course is absurd.
