Punk is different, older, has a stronger history as a former champ and was and is a controversial character whose strength as a wrestler is his mic skills. I've seen Punks matches and while good, sometimes great even, they aren't what sells Punk being on the card. There is literally no need to expose his lack of finesse and slowing down age has brought on before it sells a ticket to big show.
People will pay to see Punk show up to talk and argue, and as much as Cody is a good talker given the choice people will pay to see Cody wrestle in the absurdly good matches he can have rather than see him talk. These are both fine examples of skills of how to be a good wrestler in a wrestling show but vastly different and require a different booking.
