NJPW need to make cost cutting moves, what better way than to move on some of their higher main event caliber talent in a way that still gives them the opportunity to utilize those talent for particular purposes/events.
New Japan very likely knows that any potential talent shift will devolve in to a bidding war between themselves, AEW and WWE. They let the talent go knowing Tony will literally pay above and beyond what the talent is worth to get a new toy in to his toy chest. They have to understand the value of money, Tony clearly doesn't. So the best case scenario for them is those same talents they used to be paying directly become less readily available for them, but they're still available, and another man is paying their salary so the money they used to be paying for them can be used towards other ends.
