I actually think Rock leaving is part of why they doubled-down on that aspect. Austin was hurt, and Rock was way too big of a star to stay fake fighting and WWE felt betrayed about it.
You can see by then, that they started promoting their brand above the stars which is more consistent, but means we never get to those heights again. We've had a lot of stars to come after Rock and Austin, who could've made a bigger impact. Granted, not on that level, but a lot bigger than they ended up. Cena is kind of the only outlier to this because he came up through that system where you get yourself over, but overtime, they switched and he was the prototype (no pun) for how they want to push stars from then on.
