Because real sports are tribal. Real sports, people like their guy or team, everyone else can get fucked. In wrestling every wrestler is ultimately on the same team that of the show/company, so you have to book stories beyond the sport to get people invested, WWE accidentally cottoned on that the only way to make people invested in random match outcomes is if you work the smarks that a guy is being buried, but that requires focusing on the smark fans, and moreover booking the company/management as heels which is the 1 thing Tony will never do, so you need stories. Doesn't mean you can't do shades of grey or a Game of Thrones, civil war style thing where people pick their guys/teams similar to sports tribalism but you need to build it around characters and angles not around watching fake numbers go up like a spreadsheet simulator game.
Look at TV shows or films about sports. Scripted ones. The random matches during a season are largely irrelevant, it's all about the characters and other stories going on, they often skip swathes of matches because the story of a sports film/show is about the cast of characters not their match record, the only match that matters is the Act 3 climax.
Tony understands literally nothing about real sports, wrestling, or TV/film. He only understands his own autistic EWR games, and books exclusively as a self insert for people who have played EWR and think it's a perfect model for writing a wrestling show.
