Honestly I like the idea of keeping him and Oiwa as allies even after Oiwa graduates. Promotions cooperating with each other has always been good for Japanese wrestling as a whole, and while there's been plenty of invasion angles through history I don't know if there's ever been a situation where the top guys of both companies are explicit allies.
If only Oiwa was a little later in his career, the most kino thing to do would be to have Kaito and Oiwa jump the rail in Okada's last match and fuck him up and ruin it, then have the two of them as Naito after Mexico-esque heels that people gradually side with. Both of them holding their companies' respective HW belts and one or more of their tag belts would be pretty based, and it's an interpromotional story where neither side has to KWAB the other for it to work.
I'm a mark, I know.

The real Stardust Naito (2010-2012) had a certain cockiness from his days as a No Limit heel that Shota lacks. Mocking Shinsuke after beating him, doing the Rainmaker pose after beating Okada in the 2012 G1, showing defiance against mutoh who tried to put him over but naito refused his gesture. Shota is the cheapened version of Stardust Naito that came back from injury in 2013 and lost what had made him stand out, to the point of even dropping his eye pose for that year’s G1

Simply changes to Shota: no more 4 minute entrances where he's slapping fans' hands. If he comes out through the crowd, he's bumrushing through to the ring with a but of attitude. He's not even gonna do Moxley's tryhard theatrics. And the only time he's bringing that Death Rider jacket around is if he's wearing it, tone down on the pink and white.

He can still do some of that, but spending almost his entire song to slap hands on every single show while waving like a special needs kid playing air traffic officer looks so stupid. There's no vision of a super over top guy World Champion doing all that shit. Don't get rid of it, simplify it, and help make it consistent to a distinct character rather than a sloppy mashup of 2 completely different stars.
And it's incredibly painful for tags where his partners walk to the ring to his music and just have to stand there till he's completely done. I'd even argue that his partners should come out of the crowd with him, it's not like Shota is an ACTUAL loner who doesn't work alongside his teammates.

There's something to be said for just stoically walking to the ring like Misawa but I don't think there's anything wrong with Shota trying really hard to bring more of a PG babyface American wrestling type character in as his thing.
His crowd interactions remind me of Ricky Steamboat and I don't think that's a net negative.

Not everyone in the company needs to be an anti-hero. Infact, those characters only work if there is a straight babyface to play against.

I'm saying whatever mystery meat gimmick he's trying to pull off right now is not a top guy. It's not refined, and here's away to refine it using his entrance as an example. It feels like plastic with how it's done. Never liked Kushida, but I did enjoy his matches with TJP and Douki from last years tournament.
With all the shine he's been getting this year I wouldn't be shocked if they gave TJP the win and a gold watch run, provided he's only bulking to challenge HW guys and not to move divisions.
