It gets worse than that. They heavily teased Austin winning AGAIN in 1999 (he ended up being the runner up to Vince), was injured for the 2000 Rumble, then won his third in 2001. The Royal Rumble basically centered around Austin for almost 5 years.

Austin was NOT supposed to win the 1997 Royal Rumble. It’s been confirmed that Bret Hart was supposed to win it that year. That dumbfuck Russo spoiled the finish on an episode of livewire so Vince felt they had to change it to Austin winning instead

Austin didn't win the 1997 Royal Rumble. He had been eliminated and then reentered. Then Austin was last in the ring. But the result was thrown out upon review. The final four had to fight one another at the IYH: Final Four PPV, in an awesome match, which Bret won anyway, and then dropped the next night on Raw to Sycho Sid.

Honestly, it worked out for the best. The Final Four match was great and unique. And the fight over the WWF world title was intriguing for a few months through WrestleMania because of the uncertainty as to who would main event with so many worthy contenders (Austin, Bret, HBK, Taker, Mankind, Sid, Vader).

It's like an 80% chance that Cody, Punk, or the Rock win it. Only other person who wouldn't be a complete shock is Drew. Idk why people are saying Gunther. He needs to be on the card to make it less top-heavy on the WWE and WHC matches, and to give an important match to one of the other main-event worthy guys who couldn't quite make it into the world championship scene this time around. Gunther winning actually takes away from wrestlemania.
