His character in 2011 was PISSED. He took a mic and aired GRIEVANCES that he was enduring. He even shat on the fans at the time, which everyone forgets. It was a heel promo, just one that struck an undeniable chord.
CM Punk just came back WILLINGLY. In-character he wouldn't have walked back through the door if it means he's just coming back to the same issues his character was taking umbrage with 10 years ago. The fans never stopped chanting his name in the years since he departed and has acknowledged that and he himself has made peace with himself and his desire to come back. It's all the other people he's interacting with who can't get over how he's back after all the slander and see him as a hypocrite.
Yes it's tepid but that's because Punk isn't in a bad mood by being back in WWE. They haven't written a story where Punk is having his buttons pushed. Everyone else is trying to push his buttons but that's their problem, his character currently is someone who acknowledges their faults and wants to make up for them.
