because since 2003, at any given time, they treat one guy as the top guy, instead of putting multiple guys up there. Attitude era, Austin and Rock were both booked strong. There was never a period where you felt one was stronger than the other or that one had the backstage pull to win more often

Yes really, because Mania sells regardless and they picked a suitable venue to break attendance records despite WM32 being a stinker. TV ratings and quality television have a mildly positive correlation, more so than Mania attendance records
