He's at the behest of ol' Ari and Ari of course answers to the board, but his voice counts the most.
Nick and Gaytch hire people for WWE (Nick does the financials and whether it be sensible, Gaytch does the scouting), but the final decision on any major signings is again with Ari and how much they are given to spend.
Vince's role has been relegated to a ceremonial one. He's just there to collect a wage because they can't get rid of him directly.
