Acting is still extremely top-heavy and nonlinear in how roles and pay scale, but even with that and with Disney & co taking over everything there's more raw work now than there was 20-30 years ago, more people have TV, theres more TV channels, more people consume content, so more shit gets made which means more work. So you only get the absolute worst of the failed theatre kids, the total freaks and losers.
Sanitisation of TV meant wrestling no longer has anything cool or rebellious about it, so the broken people with an edge about them hate it and have no desire to work with a bunch of blue haired nonbinary neurotics. So all you're left with is the marks, the absolute worst athletes & actors, and self-hating self-harming social rejects.
The talent welfare improving was to TRY stem the bleed and entice the other sort back by giving them better perks and benefits but it still ultimately pays too shittily to get the C-graders and isn't cool enough to get the psycho nightclub bouncers, they've had to keep improving welfare because the only people left going into wrestling are SUCH messes they need coddling to not crumble inside 6 months.
