Lance Storm was someone with no charisma, but he made it work with his character. Shit, his gimmick was that he had no charisma. Even the shitty dancing, Storm made it work with his character. He sold it like he was a big geek and you could buy that Lance Storm's character would think that dance was cool.

Garcia is less charismatic than Lance Storm. He just doesn't look threatening. He has no charisma and it doesn't work. The dance just feels like, "We're trying to get him over with something." Then, they think he's going to get over having "bangers" but the fact is that nobody cares. Shit, AEW has so many ten star matches or whatever but like three are actually memorable and stand. TNA's best matches feel more memorable than anything in AEW. So it doesn't really help Garcia all that much.
