In defense of Tony, Cody wanted to be a booker and not compete for any titles. He himself wanted to be a midcard shitter who elevates others.

The key to getting over in WWE is being funny. The key to becoming a star in WWE is to be a star somewhere else and get brought in like a big deal. Cody came in bigger at WM38 than he could ever get in AEW, NJPW, ROH, or anywhere else because you need that inside + outside fanbase to carry you that high.

But as for Tony damning himself to an eternity of no milly shuffles, he chose CM Punk over Cody and not only wouldn't give Cody a raise but wouldn't keep his shitter wife as well. Jon Moxley called it with Punk: fragile ego, fragile body, weak mind, weak spirit. But Tony is a FaaKKING mark and went with who he liked as a fan and not who would actually be able to be built around.

Cody's fall in AEW is of his own making. He self-kwabbed himself with the Codyverse and the stipulation of never challenging for the main title (thereby removing himself from the main event scene) and when the time for a new contract came his stock had plummeted, the fans didn't want him, they shoot hated Brandi and he had nothing to offer to Tony.

He was hotter in the summer of 1997 than perhaps his entire career. And he still looked like a million bucks, and had one of the most over finishers at the time.

I honestly have no idea why you're making this comparison, other than you're just ignorant of WCW and googled a big title win so you could reference it, probably having no real idea who Lex Luger was or what the title scene was like in 1997 WCW.
