I can't think of an actual good "meta-heel", it just doesn't work in the format of pro wrestling because it's so individually driven and people will just not pay attention to meta heels. The BIGGEST example is probably Roman, but even he wasn't a good one, because his time spent as a "meta heel" was back when he was a massive unrelenting antidraw.
Maybe Cena? There was a period of time where they were fully aware he antagonized half the fanbase yet he was still their top babyface.
