Brock would have been signed by Vince as Mid South fell. He would have been cherry picked for a big run, just like Ted DiBiase, JYD, and Butch Reed from Mid South. Except I do stand by my earlier statement: Vince would push Brock to the moon.
I doubt Hogan would have politicked against him either. Hogan would instead take advantage of his social issues and use Brock to draw big houses for Brock v Hogan. And when Hogan stepped away and tried to hand off the top spot to Warrior? Why wouldn't that have been Brock instead? Brock had the look, but is a much better worker, and far more mentally stable, than Warrior. The transition to a new top guy may have actually worked if it were Brock instead of Warrior. Also can you imagine how much better the Goldberg push would have been in WCW if it was given to Brock Lesnar instead?
Hogan loved working with big guys, and Hogan clearly respects Brock. I don't see why Brock wouldn't have made lots of money working with Hogan, either in WWF or WCW.
