If Rock can overcome the Shield and CM Punk to win the title then Cody can overcome the Bloodline. Besides, Rock/Roman doesn't need the title. They're throwing away a whole other year for one big night and match if they do Rock/Roman, when they can do a nearly as big night and match with Cody/Roman AND have a year of actual storylines, matches, title defenses and changes.

There is more of an argument in having Roman retain against Rock than losing to him. While most of us are tired of the run, Roman is still over with a lot of people. Keeping the belt on him means they can still do some of the PLEs throughout the rest of the year while Rock wouldn't. It keeps the rub of beating Roman still on the table to cement Cody or make someone else. The best decision is to just have Cody face Roman and win, set up Rock/Roman for WM41 and let Cody have an actual run with the belt. No shenanigans, no cash ins.

The fans aren't even remotely tired of Roman winning, just online schizos. Every show Roman is on gets record breaking viewership. Roman draws packed houses so of course WWE should ride the gravy train until the wheels fall off. Whenever Roman appears it's still the biggest deal on the program. It's very possible for WWE to krep pushing this reign for several more years and not lose momentum. Roman draws the most eyes to the company. Don't be foolish and whine about being tired of his reign. He makes too much money for it to end now.

No, it definitely devalues them. They're no longer a hot prize that generates excitement that it can change hands at any moment. All they are is a "We're going to drop this MAYBE once a year on a PPV." tokens the way they're currently being treated.

This goes doubly so for the absentee title holders like Reigns and Paul or titles that are basically never defended like the men's tag team belts, Iyo, or Rhea's title.
