New Japan has basically recovered completely domestically from the pandemic, Noah is doing the best they've done in years despite fumbling a lot of the momentum they should have right now, even All Japoop has got some momentum.
Stardom is pretty hot, Dragongate and DDT are doing well and there are fuckton of other promotions that are still chugging along.
Okada leaving doesn't really mean anything, Naito is way more over right now and he's arguably been a bigger draw despite Okada being the "face" of the company. Still there's gonna be a vacuum but it will be filled. If not by the upcoming generation of New Japan talent, then by rival promotions like Noah and All Japoop.
