Rock wrestling doesn't come cheap, either for his fee or the insurance he'd demand covered for his Hollywood career.
That's an expense you only shell out on for a maximum ROI, especially if you're TKO interested in profit rather than a mark like Tony Khan or HHH interested in yummy wummy moments.
TKO don't sanction Rock wrestling unless it's an environment that maximises the gain. You put him on a show that's otherwise not as easy or guaranteed a sell.
Elimination Chamber is an option but you probably want one where ticket sales are tougher. There's an argument to be made for running a non-Big 4 stadium show stateside headlined by Rock, because he'd boost the B grade PLE sales that much that the increased revenue is more likely to outweigh the expense of using him.
You don't pay that expense for Mania when the increase in sales or profit is pretty minimal, people will buy Mania regardless, but people will buy a B Show for Rock.
Eric Bischoff got into this a couple weeks ago and is spot on
