Different brands and they sort of enforce the brand split. Cody being on RAW means only MitB, a Rumble win and possibly Chamber were his only chances to challenge Roman again, unless he waited until after WM and maybe gets drafted to the same show as him. Its why Cody never entered the tournament for the new heavyweight title, never challenged for it, because he wants Roman's title.
