He was simultaneously very good for business and bad for business. Cena was catering to a specific demo - diehard child fans. Shill to the kids, move a ton of cheap merch you can just refresh in new colors, move 3-5 tickets because the whole family has to go.
However he tanked business for everyone outside of that demo, which is why when you got people like Jeff, Punk etc. who appealed outside that demo, other metrics went up- you had a product for more than just kids with ADD who like bright colors.
Cena was kept on top way too long and way too exclusively, and even heralded the spotfest era with his garbage zero psychology move spam US Open matches. He drew but WWE would almost certainly have drawn better without going so Cena heavy, and he's only remembered better in hindsight because
