Bushiroad pissed money away on marketing, trying to sell Stardom as a premium brand, trying to present the company as a success. Buying that didn't come cheap. I doubt the players were compensated as well as some would like to believe.
The long termers are in the best position to decide to go with Rossy or not, they will know exactly what they were making before Bushiroad and be able to tally it up against the schedule they are working. Somebody like Kitto may be salivating at a bigger merch cut. The allure of a Gyan Period might be too much for the players with lots of bald uncles. You see drones make arguments to dismiss complaints when people cry about the booking of players they believe should be treated better, things along the line of 'oh they don't want the stress of being champion', 'maybe they are happy not working as hard and want to be in the midcard'. It's all assumption, we obviously don't know what they are thinking, so let's assume they would be just as happy working elsewhere without the Bushiroad flash. If they aren't happy and preferred Stardom as it was they now have a realistic destination that isn't "hurr durr watanabe momo should quit and join seadlinnnnng".
You only need to look at Ice Ribbon to see how quickly a company can collapse without its veteran workers. They went from being the second biggest joshi group in 2018 (if not no.2 it was still pretty much neck and neck with tojo) to struggling to draw 5000 fans in total all year after losing more or less the whole main event and upper midcard talent. It's unlikely that Stardom is going to lose everybody at the top but even splitting the fanbase can be disastrous. Those empty arenas they are working every PPV aren't going to be getting any fuller if you start taking away talent.
