Sami wins it to earn the title shot at Mania. Cody hadn't even so much as blinked at Roman at that point until winning the Rumble so they could've easily just had it be a 3 way. Sami wins the belt. Cody wins the belt. Either way the last year of WWE would've been a hell of a lot better off and we wouldn't be looking at this current shitshow we are now
