From the video game stuff to his geek/nerd character and his dabbing in the ring and his flippy shit, I really think they were trying to make the Cruiserweight division appeal to the kids.
The main problem is that they kind of steered away from appealing to the kids when they got a bunch of independent wrestlers with established backgrounds, who were more work-rate and didn't have the "spectacle" that main guys on the top roster had. TJP had no one to work off of, was left with a pretty bad roster in terms of the cruiserweights and it wasn't till Neville and Rich Swann arrived that it got any kind of traction.
They put a first time championship on a guy who couldn't talk, hadn't actually had any reaction with the crowd, had no establishment except to people who were die-hard wrestling fans and was meh in the ring. What did they unironically think was going to happen to the Cruiserweights?
