They should do something like have rock Roman not for the belt but for le head of the table. Have cody interfere to have the rock win. Cody defends it by thinking the title match will be at summer slam or whatever, but he was set up by the rock who says lol no. Roman loses the belt to bloodline interference to some dimeless asshole like one of the Usos. Spend the rest of the year trying to bullshit the rock and cody trying to finagle their way to a title shot. Involve CM Punk who got the belt off some dimeless shitter who is being a corporate stooge for money who betrays rock at the end as revenge for sabotaging his WM main event (this is probably how you get the belt on roman).
Regardless of how meme-y it gets rock has to be heel. Roman has to be the disgraced chief without his goons, fighting honestly. Problem is Cody is kind of cucked but you can make it work.
