This has never come into play before for him. When he made his previous decision, he was not in the position that he is in now, where he can effectively do whatever he wants with the rest of his career.
He went to WWE because he needed the money and he believed that he could convert NXT UK into a main roster contract, and he did. And he's taken his pictures with cigars, he's tied down the woman of his dreams and started a family, while achieving financial security.
From this point on, he can do whatever he wants.

Old AJPW obviously does not exist anymore but there are plenty of places that work styles way more similar to how Gunther wrestles than WWE does. I think he's a lock to end up in NJPW at some point. I'm almost certain he'll be involved in Ishii's retirement some day due to their connection as well.
When I say Gunther is "embarrassed," I mean that he has to be professionally embarrassed to go out there and do 6 minute DQ matches on RAW constantly. I don't think he's embarrassed about signing with WWE in general because it has allowed him to build a foundation of security that will serve as a launching pad for him to do whatever the hell else he feels like from here.
That could be re-signing with WWE for more money but I would be surprised, as his love for Japanese wrestling permeates every thing he does in the ring.
