Being worked is not some sort of "trick" or gotcha. It's literally how pro wrestling is supposed to function. That's also how you generate heat.
That said, it's hard for me to believe that Dwayne doesn't have a massive ego to the point that he thought he could just waltz back into WWE and "save" it by facing Roman at Mania. He tried something similar with the DCU and it backfired spectacularly.
It doesn't matter if it's a work, ultimately. What matters is whether it blurs that line enough to generate real heat and more interest. And at that, it has been working so far.
BTW, it's cute that you think booking can't be changed in a week. In fact, booking has been changed during events. It's not this monumental undertaking that you're making it out to be.
