Russo had no idea or timeline on when something was supposed to happen or what would happen next.
Even with the Booker thing, it basically comes out of nowhere. Booker was nowhere near the title scene and he spent like most of June running around with a geek stable. IF the plan was always for Booker to get the belt, he could've a done a hell lot more. And shit, if you've seen Booker's run, he comes off like a loser for most of it. They're lucky he was charismatic enough to stay over, but the booking did nothing for him.
So, I actually think that while Hogan and Bischoff are assholes, they MIGHT have faltered if Russo showed any signs of booking something with any direction rather than just deciding to just go week to week randomly dropping and starting stupid things.
