Genuine question. if this was The Rock's plan to get Cody more over, was it a failure?

I mean Cody was already over as fuck. All this has done has confused things and made it needlessly convoluted. It's overthinking things in the same Vince did during the lead up to Becky Lynch's big coronation at WrestleMania 35.

Now rather than just have Cody win the rumble then come out and challenge Roman, you have a situation where Roman no longer looks like the final boss, he's the cousin of the final boss. On top of that,Cody looks like an indecisive idiot, Rock has been forced to turn heel, and Seth and his title feel like an afterthought.
