The Rock was around when regular RAWs were drawing 7 million viewers then he became one of the most famous guys in the world outside of wrestling, only a dummy would think Cody Rhodes is the better choice.
The only buzz surrounding Cody vs Roman was inside the wrestling bubble (good buzz not great) that buzz seems to have increased after the Rock's involvement in the feud, even though he isn't in the match, he has created gold just by his involvement in the feud.

Rock vs Roman with a proper buildup involving the family would've been actual dimes with Roman playing the babyface and The Rock using the bloodline against him. Wouldn't even need a title like Cody does in his feud.
