For one night only. Tickets have already sold out. The weekly shows would suffer on the build, the reception for this huge match would be constantly mixed at best. The reaction from the WM crowd would also be mixed, ruining yet another main event of WM. Then there is the follow up, where it'd be another year of Roman cheating and barely being around, Cody being geeked out ruining him forever.

They don't have to capture the entire industry, almost every wrestling fan watches WWE right now. They do need fans outside of the business so Dwayne Johnston is a good start.
He does heel shit on smackdown despite playing the ultimate good guy irl which sounds like a work, outsider fans hear about the Rock being an asshole and they tune in just like they gobbled up the Vin Diesel rumours.
Not saying new fans will tune in but that seems to be the plan and it's about the only plan that would possibly get new fans into wrestling.
