And it's arguable if Reigns was actually "top" champion back when he won the Universal title in 2020 anyway since the belts were treated as part of the brand split and the Universal title was not introduced to be THE top title in WWE, but rather the top title for one brand.
But as I said, there is no title lineage for "top title." Lineage is always tracked for each title. And the WWE and Universal titles have a separate lineage that only converges in 2022, when Roman holds both.
