It sounds stupid at first, but MITB triggers an official match, and if one can't compete, then the match is waved off. If Priest cashed in, the match would immediately be cancelled, and it would be a total waste.

Yeah guys are beaten down during cash ins following matches and such, but the refs always wait for the other guy to get up before ringing the bell.

Well the MITB invokes a match and the champion has to be psychically capable of being cashed in on since MITB is a cash in for a 1 on 1 match not a 1 on 1 non DQ match (only if cashed in to create a 3 way)
