Given they haven't acknowledged that Cody promo on Smackdown before The Rock came out at all and seem to be ignoring it, it seems Rock vs Roman may have indeed been the original plan.

They can kill two birds with one stone at WM40. End Roman's run and let Cody have his defining moment, crowds are happy. Then the next night you can immediately recover Roman by having Rock turn heel on him.
