Literally just take a bunch of trainees and do a 100% kayfabed Ultimate Fighter style show.
US champ and IC champ both pick 5 rookies each, every week there's scripted reality TV bullshit drama while they train and promo for team US vs team IC matches. Kayfabe all the tools of being a wrestler. They're judged on promos because "You might be good at beating people but its showbiz too, no good winning matches if nobody pays to see you you cant make a living that way". Work the matches, work the eliminations, work the whole thing, reality TV's already a work.

You rip the Ultimate Fighter format but kayfabe it all for wrestling and kayfabe the promo/character aspect. Have someone have a fucking nervous breakdown and develop some crazy gimmick or outlandish character. Someone finds they had a Roman ancestor or whatever so develops a centurion gimmick to try stick out & win a contract. Winner gets a shot at the opposite coach's title, runner up gets a contract, rest go to developmental, but have had 8-10 weeks of character & gimmick development to build feuds off of
