According to Bruce, Heyman called him and told him Mean Mark was miserable there and he felt he would be happier in the WWF but when Vince saw photos of him, he just saw a lanky basketball player (he wanted Sid and this clouded his judgement.) It wasn't until they put him into gimmick and he threw his all into it did he cement his status because Vince's favorites tend to be those who prove him wrong.
