He just usually wrestled pretty bad workers. Most of his feuds in the '90s and '00s were with monsters and stiffs like Yoko and Gonzo and Big Show and Heidenreich and Fuck-mothering Khali. Vince did that purposefully, because that's just how he liked to book the character.
