Look, nobody hates Phil on this fucking board than me, I promise you that
But a triple threat match was absolutely a better option than a Rock/Cena rematch where EVERYBODY knew well in advance that Cena was getting his win back
At least Phil being involved would have made Cena's win less predictable
All they had to do was let Phil get an equal amount of offense to Rock and Cena throughout the match, then one of them takes Phil out for 2 minutes with a big move outside the ring (a Rock Bottom/AA through the announce table)
Then for those last 2 minutes it's just Cena and Rock in the ring, and it ends with Cena jumping up and interrupting the People's Elbow with an AA and a 3-count
