>>13588994As far as I recall, he was never signed. There was a tournament to determine who would face Logan for the U.S. title, and NXT sent Carmelo as a representative. While he was there, he crossed paths with Theory and Waller, which is why he came back for a few matches after the tournament was over.
I agree they were teasing/testing him for the main roster, but he was never actually called up. Plus, he's been in the middle of a big storyline in NXT. That seems to be wrapping up in the next couple of months, so maybe he will be officially called up soon.
